DUGGAN, MAYOR NOTICE OF FUNDING AVAILABILITY, REQUEST FOR PROPOSALS Funded by the US. Department of Housing and Urban Development, Community Development Block Grant (CDBG), the City of Detroit's Housing and Revitalization Department (the "City") is issuing a Request for Proposal (RFP) to obtain experienced technical experts for the following study: Long-Term Affordability Model Feasibility Study and Plan (RFP#18EJ1961): Vendor teams to build a model to leverage public-ownership of land for long term housing and commercial space affordability, and open space management, including green stormwater infrastructure. Components include: real estate economic analysis, affordable housing funding analysis, land trust or community land trust model development, legal review land use analysis, open space productivity financial modeling, capacity measurement, community engagement, and business planning Evaluation Criteria Proposals will be evaluated based on the overall strength of proposed approach, as well as financial and legal analysis capacity, Detroit-specific community engagement experience and capacity, affordable housing transaction expertise, and previous experience of team developing real estate development models for long-term affordability Qualifications Respondents are expected to have experience leading multidisciplinary vendor teams for municipal government clients; conducting real estate market analysis as part core business practice; regularly designing, leading and implementing stakeholder and community engagement plans; evaluating financial performance of open space land uses; planning and designing community land trusts or land trusts that have been implemented and are currently operating; have expertise in affordable housing transactions; and are experienced in providing legal analysis associated with community land trusts or land trusts, and State of Michigan laws and regulations. Qualified Minority Owned Enterprises, Women Owned Enterprises, Disadvantaged Business Enterprises, Veteran Owned Enterprises, Detroit Businesses, and HUD Section 3 Certified Business Concerns are encouraged to submit proposals.
